"Yo Yo management" or "Yo Yo" mentality is when people, organisations, management or political parties swing between the two extremes of doing things, like toy Yo Yo - it is either up or down or even tangled!
For example in "Yo Yo management" in a company they may choose to use in-house consultants and then the following manager decides to only use external consultants.
My feedback is that when staff have been around an organisation they can become cynical with this "Yo Yo" behaviour.
